Odaily Planet Daily reports that the Hong Kong Legislative Council has released its first special newsletter for 2025, entitled "Consolidating Hong Kong's Status as an International Financial Center." This special newsletter is a brand new service launched by the Legislative Council Secretariat's Council Affairs Division in December 2024. The latest special newsletter states that the Legislative Council's Bills Committee is conducting a detailed review of the "Companies (Amendment) (No. 2) Bill 2024" and the "Stablecoin Bill" to introduce mechanisms that facilitate the relocation of overseas-registered companies to Hong Kong, as well as to establish a licensing system for fiat-backed stablecoin issuers. Regarding the development of financial technology, the Legislative Council's Home Affairs Committee has set up a subcommittee to examine the application and development of Hong Kong's Web3 and virtual asset technologies, and to propose recommendations for the implementation of relevant regulations and policies.
